Holland Conservation Commission

Minutes of Commission meeting held on September 12, 2006.
~
Present:  Mary vandenBerg, Chairperson, Steven Anderstrom, Patricia Caron, Howard Fife, Rolf Hilbig and James Wettlaufer.

7:00 p.m.  Chairperson called the meeting to order.

7:05 p.m.  Minutes of Commission Meeting held on September 5, 2006 were read, accepted and will be distributed.

We received from the DCR (Department of Conservation and Recreation) a Forest Cutting Plan and Notice of Intent prepared by Licensed Timber Harvester Edward Mozdzierz for the Northeast Concepts/Huguenot Farms (LaMountain), property on Mashapaug Rd. and approved by Richard A. Johnson, Service Forester Director.  The BMPS (Best Management Practices Section) were reviewed by the Board.  Motion to approve was made and accepted by all.  DCR will be notified.

We received by Certified mail, from Moore Forestry, a Forest Cutting Plan and Notice of Intent in behalf of Joseph DeLuca of 76 Wales Rd.  Agent Howard Fife will call Richard Johnson, Forester Agent, to inquire about the form, which is incomplete.

Received from the DEP File #184-0207 assigned to Thomas and Heidi Kolek’s project at 115 Sandy Beach Rd.

Agent Howard Fife’s Report:
A site visit to 15 Forest Dr., formerly owned by Charles and Judy Petit, was in compliance with the Order of Conditions and recommends that a Certificate of Compliance be sent to the new owner Tom Cabot.

A site visit to 2 Leisure Dr., owned by Craig Stavola revealed that the hemlocks did have blight (Woolly Adelgid) and 2 trees were dead but that more than 50% of the canopy had already been removed.

Also a site visit of Joseph Frigo’s project at 12 Julie Ann Dr. and spoke to the machine operator and found everything to be in place, per Order of Conditions.

7:30 p.m.  Brian Johnson, Highway Supervisor, informed us that he needs to repair the culvert at the Little Causeway, which would require a 4-foot draw down and would probably require 1 day to fix.  Mary vandenBerg will call Mark Stinson, Circuit Rider of the DEP, regarding this emergency repair.  James Wettlaufer will call the Board of Selectmen in Union to see if they would, following the repairs, allow Lake Mashapaug to empty into Hamilton Reservoir as quickly as possible to help those with shallow wells.

Brian also spoke of his concerns of the puddles on Sturbridge Rd., which would require an engineer’s plan to repair the problem. 2 years ago he applied for a StrapGrant. He has received no response.  Mary vandenBerg will call Mark Stinson and question as to whether the storm water could be discharged into the river and what process Brian should use.




7:45 p.m.  Mark Farrell of Green Hill Engineer and Rudolph Brandi of 21 Shore Dr., Map R-2-A-29 were present at his Public Hearing to repair a septic system within the Buffer Zone.  Motion made to approve the project with a Negative Determination.  Approved by all.  Applicants and all were in favor of closing the Hearing at 8:00 p.m.  Procedure Sheet 2006-1135 signed by Mary vandenBerg. All members signed the Determination of Applicability form.

8:10 p.m.  Todd Mayo spoke for Zazislaw Prcyna, giving us a receipt of the Recorded Order of Conditions for DEP File #184-164, project location Union Rd.  Procedure Sheet 2005-982 signed by Mary vandenBerg.

8:30 p.m.  Craig and Victoria Stavola of 2 Leisure Dr. brought in a Whooly Adelgid Hemlock branch and again requested to have 2 dead trees and install a retaining wall on the side of the house and to remove five (5) dying hemlocks.  Motion made to approve.  All were in favor.  Mary vandenBerg signed Procedure Sheet 2006-E with the condition that they must replant.

8:50 p.m.  Procedure Sheet 2006-1130 issued to Mary Degray of 2 Forest Dr., Map R-05-B-06 was represented by Ron Cox of Hillview Construction to repair a septic system.  Motion made to approve.  All were in favor.  Mary vandenBerg signed the Procedure Sheet with the condition that hay bails be placed along road until grass grows.

We received from James and Thomas Kosinski a copy of their Recorded Order of Conditions, DEP File #184-0204 of 50 Island Rd.  Mary vandenBerg signed Procedure Sheet 2006-1132.

Procedure Sheet 2006-1134 issued to Jane Scanlon of 10 Old Mashapaug Rd., Map R-1-B-21 to install a new well.   Mary vandenBerg signed the Procedure Sheet with the condition that a Deep Spoil Pit be dug prior to the well being drilled.

Motion to adjourn was made, seconded and approved by all. Meeting adjourned at 9:05 p.m.
